SBS, a veteran-owned small business, was formed in June 2007. SBS employs 8 regular and part time engineers, program analysts, and technical support staff. SBS currently provides technical expertise in logistical support for weapons systems to the CH-53K program office on site at NAVAIR, Patuxent River, MD through CACI's SeaPort-e contract with the Naval Surface Warfare Center. The general scope of SBS's on-site support at NAVAIR Patuxent River, MD is to provide Life Cycle Support Strategy Development solutions and guidance to both legacy and new manufactured products and vehicles. Specific tasks are:

• Provide technical guidance and assistance in developing War-fighter Key Performance Parameters (KPPs) for system performance and support and be measurable within existing maintenance data collection systems. Metrics shall also be compliant with KPPs established for the system under the current SDD contract and specifications.
• Develop risk mitigation strategies by working with the prime contractor in the development of risk mitigation plans.
• Use operational logistics strategic planning expertise to integrate both current and future capabilities into a coordinated architecture.
• Provide horizontal integration focus to ensure the aircraft design, reliability, supportability, and maintainability requirements are achieved.
• Perform requirements development analysis based on major aircraft development experience.
• Participate in CH-53K teleconference/Web-based meetings as well as on-site at NAVAIR, Patuxent River, MD.

SBS currently provides technical expertise in configuration management support for the E-2D Advanced Hawkeye to NAVAIR PMA 231 program office on-site at NAVAIR, Patuxent River, MD under subcontract with Deloitte Consulting. Duties will include:

• Planning, coordinating, and conducting the Functional and Physical Configuration Audit (FCA/PCA).
• Developing and executing a plan to transition Configuration Management (CM) responsibility from the E-2D OEM to the U.S. Navy.
• Developing and executing of interim configuration control processes.
• Interfacing with the E-2D OEM for configuration management planning and issues.
• Maintaining program Configuration Management Plans and managing CM processes for program documents through program phases.

Other responsibilities include evaluating and monitoring compliance with established configuration management processes and evaluating suitability/adequacy of configuration management processes.

More specifically:

• Subcontract with Lockheed Martin - Develop Computer Based Training (CBT) to support aircrew training of ASE being installed on the KC-130T scheduled for delivery to USN and USMC reserve squadrons. The training is to leverage off of previous efforts developed for NAVAIR PMA-205 as well as ongoing CBT being developed to support the US Army aviation fleet. This latter effort utilizes updated development technologies and is Sharable Content Object Reference Model (SCORM) compliant. The premise for this development is to develop a platform specific awareness product for the KC-130T that will incorporate and integrate existing ASE systems as appropriate into the suite. The KC-130T requirements are to support training on systems AN/APR-39A(V)2, AN/AAR-47A(V)2, AN/ALE-47, and AN/ALQ-157A(V) with the following products:
  • Design Strategy Document: A Design Strategy Document (DSD) will be delivered twenty working days after contract award and will indicate the general design interface for the C130T ASE Awareness program. The DSD will follow accepted guidelines based on the ASE products previously produced for the Government (PMA 272).
  • Storyboards: Storyboards will be delivered by aircraft platform for USG review in accordance with the Program Management Plan. The review will be conducted by USG identified Subject Matter Experts (SMEs). Technical and functional discrepancies will be noted and corrected for review during the alpha on-screen review.
  • Preliminary On-Screen Review (Alpha): A formal on-screen review will be conducted IAW the PMP for the ASE Awareness program. The review will confirm that discrepancies noted in Task C are completed and are technically accurate. The guideline for the review will be to confirm that Task C items are complete and to check the final courseware for technical accuracy.
  • User Documentation: An update to existing user documentation shall be performed to include C130T specific requirements. The user documentation will be delivered in both electronic and hard copy medium and will be subject to review and comment. Topics covered will address the installation, operation, and maintenance of the courseware.
  • Final Delivery: The ASE awareness program will be delivered on CD-ROM for each aircraft platform in accordance with the PMP. The master copy will be delivered to SRI for duplication and further distribution.
  • Source Files: Source files for all developed programs become the property of the USG and will be delivered in a format (CD-ROM/DVD) to be determined and in accordance with the PMP. The delivery method of classified source files will be addressed during the kickoff meeting.
• Prime Contract with US Army, AMC, Redstone Arsenal - Corsair will update and conduct an analysis as described in the following paragraphs.
  • Task A - Implement changes to the LTS TM, CBT, and PSS products as noted.
  • Task B - Conduct a data gathering and analysis of the LTS and other support equipment that will be used to determine course content for a new LTS Operator/Maintainer course. The contractor will use the guidelines listed in the MIL PRF 29612 and Data Item Description (DID)DI-ALSS-81517 Training Situation Document to develop a report that lists the following content in accordance with Contract Data Requirements List (CDRL) A001
• Subcontract with Akima Infrastructure Services, LLC - Corsair shall be responsible for the development of 2D/3D CBT/WBT courseware(s)associated with the AN/TPQ-36(V)10 to include (but not limited to) system introduction, operation, upgrade components familiarization, functionality, maintenance, remove and replace procedures, and application and HAZMAT disposal and safety. The objective is for Corsair to provide CBT courseware that supports Maintenance training that can also be output to the web as WBT and that can easily be internet-hosted on Army Knowledge Online (AKO) or locally hosted on intranets and used on demand by the Soldier. The CBT/WBT shall be Shared Courseware Object Reference Model (SCORM) compliant and adhere to Training & Doctrine Command (TRADOC) Pamphlet (PAM) 350-70-2. At a minimum, each Enabling Learning Objective (ELO) shall be a separate Shared Content Object (SCO). The CBT/WBT shall be compatible with all current versions of the major browsers and may use additional functionality in the form of common browser plug-ins and ActiveX controls or Java applets. The CBT/WBT will have linking to the IETM. This linking shall tie the CBT subject to the same subject in the IETM. CBT linking is only required from the CBT to the IETM. Training and course material shall be delivered in accordance with DI-SESS-81526B.
• Subcontract with Sensor Technologies, Inc. - Corsair shall provide services to include engineering, logistics, and business operations support. These services may be performed in conjunction with all new and existing C4ISR platforms, systems, subsystems, items, systems of systems, and families of systems . The following definitions apply:
  • Platform. A combination of hardware, software/firmware, structures, and personnel that provides a dedicated function serving a Government requirement. To this extent, platforms include, but are not limited to, aircraft, wheeled vehicles, watercraft, electronics equipment, shelters, ground support equipment, support structures, and the soldier.
  • System. A combination of hardware and software/firmware that performs a dedicated function serving a Government requirement.
  • Subsystem. Electronic/mechanical/structural hardware, associated components/parts and/or software/firmware that performs an essential function in support of one or more systems.
  • Item. A distinct, serviceable and/or replaceable element, part, component, assembly/subassembly, or tool that performs a critical function within a subsystem, system, or platform.
  • System of Systems. A combination of platforms, systems, personnel that provides a capability to satisfy a Government requirement. To this extent, system of systems include, but are not limited to, Army Battle Command Software (ABCS), collections of communication equipment and Brigade Combat Teams, or other echelons of the force.
  • Family of Systems. A combination of systems which form an interoperable collection of systems from the various services and agencies which are designed to meet similar missions in the individual services. To this extent the Global Command and Control Systems for each of the services and DISA for the Joint Force make up a family of systems.
• Subcontract with Lockheed Martin, F-35 JSF - Instructional System Development (ISD) Maintenance Training System Requirements Analysis with specific tasks as follows:
  • Maintenance Media Selection and Syllabus Report (MSSR) - Develop, coordinate/update the initial, draft, preliminary, and final revisions of the Maintenance MSSR in accordance with the JSF ISD Engineering Plan
  • Maintenance Lesson Design Documents (LDD) and Scenario Design Documents (SDD) - Collect and organize source data and develop key points and test questions and other supporting data in accordance with the JSF ISD Engineering Plan, Appendix D, as part of LDD/SDD development. Coordinate and update the initial, draft, preliminary, and final revisions of Maintenance LDD/SDDs.
  • Maintenance Training Task List (TTL) - Conduct and update maintenance training task analysis according to the IMS. This shall include conducting analysis in accordance with the JSF ISD Engineering Plan, Appendix D. Perform initial and subsequent updates of the TTL according to the IMS resulting in the delivery of the draft, preliminary revision, and final revision of the Maintenance TTL.
  • Maintenance Objectives and Media Analysis Report (OMAR) - Develop enabling/terminal objectives and conduct media analysis in accordance with the JSF ISD Engineering Plan, Appendix D, as part of OMAR development. Coordinate and update the initial, draft, preliminary revision, and final revision of the Maintenance OMAR.
  • Pilot Objectives and Media Analysis Reports (OMARs) - Develop, coordinate, and deliver the Pilot OMARs. The OMAR will be broken down by Block (starting with Block 0.5), F-35 variant (CTOL/STOVL/CV) for the Initial Qualification, Transition, Refresher, and Instructor Courses.
  • Pilot Media Allocation Syllabus Reports (MASR) - Develop, coordinate, and deliver Pilot MASRs. The MASRs will be broken down by Block (starting with Block 0.5), F-35 variant (CTOL/STOVL/CV) for the Initial Qualification, Transition, Refresher, and Instructor Courses.
  • Pilot Media Selection and Syllabus Reports (MSSR) - Develop, coordinate, and update the initial, draft, and final revisions of the Pilot MSSR. The MSSRs will be broken down by Block (starting with Block 0.5), F-35 variant (CTOL/STOVL/CV) for the Initial Qualification, Transition, Refresher, and Instructor Courses.
  • Pilot Simulator Description Documents (SDDs) - Develop, coordinate, and deliver the Pilot SDDs. The Pilot SDDs will be broken down by Block (starting with Block 0.5), F-35 variant (CTOL/STOVL/CV) for the Initial Qualification/Instructor Course.
  • Pilot Flight Description Documents (FDDs) - Develop, coordinate, and deliver the Pilot FDDs. The Pilot FDDs will be broken down by Block (starting with Block 0.5), F-35 variant (CTOL/STOVL/CV) for the Initial Qualification and Instructor Course.

• JSF Software Design Specifications - Software Design Recommendations shall include documents and/or diagrams detailing prescriptions for software code development. Documents shall present software requirement analysis and/or modeling. Diagrams shall include unit, class, and sequence diagrams.
• JSF Software Test Specifications - Software Test Recommendations shall include documents and/or diagrams detailing prescriptions for test cases, suites, or scenarios that enable unit, class, component, CSCI, and/or integration test.
• JSF Software Artifacts
• Develop, maintain, and update (as required) system level software (SW) artifacts for use by the ALIS Maintenance Management IPT.
• Review existing application and assess current and future capabilities according to end-user's need and deliver a report outlining findings and recommended fixes.
• Develop and deliver a proposed new design to encompass capabilities that can fulfill current and future ALIS requirements.
• Develop, integrate, and test SW and build application(s) to support ALIS Maintenance related activities.
• Develop, integrate, and test SW User Interfaces to enable end-users to interact with the new SW applications developed.
• ALIS International Traffic in Arms Regulations (ITAR)
  • Research into applicable ITAR documents to determine specific releasability in order to properly safeguard sensitive documents.
  • Research Technical Assistance Agreement (TAA).
  • Initiate and complete export certification workflows.
  • Act as primary POC for RAZOR activities for Foreign Nationals.
  • Review documents for proper ITAR markings.
• ALIS Tier 4 Risk Coordination and Support
  • Assist the ALIS Risk Coordinator in the execution of the development, tracking, and delivery of ALIS risk / worry data as required.
  • Provide expertise in JSF ALIS programmatic areas of JDL, JATS, ARM (Active Risk Manager), and TRACK + system.
  • Coordinate with stakeholders and appropriate Subject Matter Experts (SMEs) on the development of quad sheets for candidate risks.
  • Ensure that risks are properly defined and scored before going to the Risk Management Board.
  • Prepare risks for presentation to the review board and ensure that the necessary SMEs attend the risk review on the date that their risks are presented.
  • Follow up with risk owners and appropriate SMEs to ensure that mitigation strategies for approved risks are developed within 90 days.
  • Work with schedulers to make sure that all risk mitigation steps are added to the detailed schedules.
  • Status completion of mitigation steps and request management support as necessary to keep risk mitigation on track.
  • Re-evaluate risks if mitigation goes off track or cannot be completed.
  • Add/Delete/Status watch list items and make sure all relevant information is accurately captured.
• ALIS Data Integration (DI) CSCI(s) - Deliver architecture, requirements, and design documents for Data Integration CSCIs that fulfill F-35 ALIS Program specifications for transferring and/or synchronizing ALIS software updates, fixes, and data among multiple ALIS deployments operating at multiple sites.
• ALIS Security (Secur) CSCI - Deliver architecture, requirements, and design documents that fulfill the F-35 ALIS Program's specifications for user identification and authorization (I&A) management; create application, security, and system event audit logs; manage audit logs; control/host applications and access; limit access based on roles, permissions, and privileges; set up user accounts and activation; process logins; establish classified enclaves; configure security infrastructure; manage network encryption; protect against network intrusions; program threat mitigation; and perform secure, proprietary, and International Traffic in Arms Regulations (ITAR) restrictions.
